Search for notes that have multiple tags?
I'd like to find all the notes that have TagA OR TagB OR TagC etc. Is that possible? If so how do I do that?

You know, I realized that the problem with this solution is that you don't have all the Notes features available. In other words you can't select them and add/subtract tags, move them as a group to a notebook and print the full content of the all of them together.
So I'm assuming then that there is no way within the notes tool to look at notes by selecting notes if they belong to any one of a group of tags without looking for and say exporting them one tag at a time?

That is correct
You can filter by multiple tags but that only works with notes with Tag1 AND Tag2, not OR
