Bug? - icon Bar at top of LOGOS 9

If I change the label on an icon I get different responses depending on whether I decide to display the label or no:

1. If I select to SHOW the label text, the new label text is displayed (See Picture 1)
2. If I do not choose to SHOW the label text, when I pass the mouse over the icon, the default label is displayed. I would expect the new label to display.when I place the mouse over the icon. (See Picture 2)

Whether I choose to display the label or not on the bar, the same text should be used to describe the icon.

Yes. This bug has flowed into Logos 9 as well!
