Is there a simple way to add personal clickable cross-references to a verse or passage?

Not exactly, no
We can add notes to a verse which result in an icon being displayed next to the passage. Clicking that will open the note from which a cross-reference can be accessed.
So there is one more step than I think you are looking for

I would have given the same answer as Graham. An additional note: I have no idea if this was ever discussed on Uservoice, but since FL are gauging user interest in new/updated functionality, I think this is a prime candidate for https://feedback.faithlife.com/boards/logos-desktop-app - cross-references could e.g. be seen as a specific kind of note consisting only of two anchors and thus providing this clickable (and displaying on mouse-over!) reference.
