That should not happen.
Logos is self-contained and should run without internet only bulking (elegantly) when internet only functions are initiated.
I wonder if starting the program with the Command Key (or the windows equivalent) held down might clear the jam.
Otherwise, details of OS and Platform might help narrow down the problem.
Do you open to the Homepage or to a Layout?

I arrived home, with wifi access, and Logos 9 still would not open. (So, I guess the problem was likely nothing to do with the lack of wifi connection).
I re-booted my computer (Windows 10) and everything works fine.
My best guess is the chipmunks went on holiday for a while!
