Order of items in the "Cited By" tool

I have set up the cited by tool how I like it. I thought it would remember my order. When I open various books and/or layouts it looks like it is changing to a 'default' order. Is that how it is supposed to work, or how can I make the tool always show the same list I have selected? I have tried looking at related forum posts, but they all are several years old or older.

    Here's all I know (I'm on L7) ... and I may be misunderstanding:

    - You speak of 'a tool' as if you have only one. But you can have many, each different. I think I have 5 or so in my layout.

    - When you create a new CitedBy, it seems to remember part of the last CitedBy. I just delete the left-overs, to start another one.

    - Over maybe 10 years or so, my saved layout has locked in my order of tagged-groups. I never noticed them sneaking around out of order.

    - Within tagged-groups, it sorts resources by the default title (ignores my title).

    I have set up the cited by tool how I like it. I thought it would remember my order.

    It remembers my selections and their order, even when I switch to another installation.

    Please attach a screenshot or a video showing what is happening.

    The configuration of the Cited By tool is saved with the layout. If you make changes, you need to make sure and update the layout.
