BUG: Missing resources in "create a new plan" for reading plans

As per THIS THREAD, the list of resources under "create a new plan" is significantly smaller than my overall library. When I click "book" to make my selection, the library choices show 8,386. In the normal library view it currently shows 11,003. 

Is this a bug or is there a reason for the discrepancy? Are some resources unable to be on mobile reading plans? If so, is there a way to know which ones?

    JT, the reason for the discrepancy is that we don't support creating reading plans on mobile for all resources. We support a subset of resources that can usually be broken down easily into something like a chapter.
