Question about citations in Notes

I've noted that some resources bring the citations into Notes while others do not. For instance, this resource cites well:

J. Daniel Hays, A Christian’s Guide to Evidence for the Bible: 101 Proofs from History and Archaeology (Grand Rapids, MI: Baker Books, 2020), 51.

while this one does not cite at all

Noble, Scott, and Kirk E. Lowery. “1 Chronicles.” In The Apologetics Study Bible for Students, edited by Sean McDowell, 469–506. Nashville, TN: Holman Bible Publishers, 2017.

Any idea why that is? Are citations into Notes limited to certain resource types, etc?

The only factor I have noticed is the length of the quote - short and you get no citation; longer and you do. But I likely haven't paid much attention.

That's what I thought at first, but that's not the cse.

The issue appears to be related to whether or not the copied text is from the same window where the note is located, or whether the copied text is from a different window than where the note is located.

Copy from same window where the note is located = citation added successfully.

Copy from a different window than where the note is located (ie: a floating window) = no citation is added.
