Dark Mode Factbook Visual Filter Visibility In Windows 10

It seems there's been a change to the visibility of the factbook visual filter in the Windows app. I don't remember seeing any changes noted in any of the recent updates, but please see the difference below between the Windows app and the MacOS app. The factbook visual filter is much easier to see in the MacOS version.
Changing the scaling does not help. The dots/dashes stay the same size even if I increase the scaling. On Windows it seems the filter is more like dots and on MacOS they're more like dashes. Also the shade of blue seems be a little brighter on MacOS, but that could just be the difference in the computer screens. I'm not 100% sure if the shade is different, but it's clearly more visible when I'm looking at the side by side.
