I have Libronix Leaders Library. How do I get a PBB key? And how does PBB work?

keep in mind PBB is not in L4 yet, but they are working on it. And it will be different than this. Beyond that, i have no information at hand. Others might.
The PBB key allows you to read PBB files, not create them. It's free, and you get it from here: http://www.logos.com/support/lbs/readingkey
If memory serves the PBB reader key came with base packages. However, I can't remember whether it was all of them or if it started with Scholars. You'd have to call Logos to see if your library entitles you to a reader key.

Leaders Library qualifies and you should be able to read PBBs. I used to have Bible Study Library and it was part of the license.

This is the license to create them, not the reading key. Others have answered where you can get that (for L3 only). If you want to play around with creating them, there's a tutorial here: http://www.logos.com/media/pbb/tutorial.html
I wouldn't waste a whole lot of time on it, though, because PBB for L4 will be coming out at some point and will use a different file format. I'm guessing they might provide some utility to convert old PBBs to the new format, but no guarantee. We don't know much more than that at this time.

(I'm not sure what PBB Updater is
Updater is an automated program built somewhat on the premise of the Logos update in L3 - by the very talented Randy Gephart, a friend and son of a former pastor of mine.
Essentially it works together with some custom scripts to tabulate all of the PBB's available via stilltruth and a few other sites, then compares that list with what you already have on your system and downloads them.
