Can't move a tab over...

I'm a dev by trade, so I'll try to explain this using dev terms:

So I'm using Logos 9, which I just installed on my Surface Go 2 (M3 processor), and when I try to drag a panel from the left to the right, or vice versa, something is "un-dragging" the tab, so that it is deselected by the time it gets to the other tab. I can just barely see the custom drag panel from the tab, and I can, momentarily (For less than a second) see the target tab highlight location, but then it is deselected by the time I perform the drop using the mouse. 

For non-devs:

I can't rearrange tabs in Logos 9 at all.

    Looks like it may have something to do with a custom DPI setting I have. I'm old, but not that old, so 150% (non-custom) is too small, but 175% (also non-custom) is too big, so I use 160. Reverting to 150 dpi solved the problem. Something is funky with the math.
