If you remove every instance of a tag from your resources, the tag will disappear

I think the issue that is being referred to is that, even after you have removed an obsolete tag from every resource, several of these "phantom" tags will still appear in the tag "suggestion" window when you start typing the tag that you want to apply to a new resource.
I have run into this issue and cannot seem to get rid of these obsolete tags. Are they stored in a cache file somewhere that one can delete?
Never mind. I figured out how to completely remove several obsolete tags I was seeing (even though those particular tags had been removed from all resources).
I added the "phantom" tag to a resource, right clicked on the 'bad' tag, and selected "Delete tag from all resources".
Now these old, extraneous tags are gone and don't show up as an option when I am trying to add my updated tags to a resource.

Thanks for motivating me to look for a solution. I have been living with this nuisance for the last 6 months or so and it was so annoying.
