I have Logos 9 Basic (free version). I have no icon for the factbook visual filter in my bibles.
Is this a feature unavailable to me? If so what is the lowest upgrade that would give me this feature?

No, this feature is not included in the Basic version.

A good place to check which features are present in which upgrades is https://www.logos.com/compare/featuresets - and it shows that this feature is available in Starter or above.
And on the product page for the feature - https://www.logos.com/product/197458/factbook-visual-filter - you can see exactly which upgrades includes it.
What this shows is that it is also included in Fundamentals - https://www.logos.com/product/195714/logos-9-fundamentals - which unfortunately isn't shown on the comparison page. I expect this would be the cheapest option for you unless you already have a lot of the features in the Basic upgrade.
