Mobile Ed Suggested Readings show unlocked, but are actually locked

As an example IBITE shows as available to me in BI101, but in actuality I don't own it.

Why do some resources show available when they are not?

I believe I have seen this before sporadically. But in this case IBITE consistently shows available but it is not.

I have been able to duplicate this behavior.

I have opened up a ticket, so that we can investigate this issue further.
