English/Hebrew Keyboard help

I have a PC running windows 10 and I am having trouble with typing in Hebrew. When I am doing a search, I know how to switch to the Hebrew keyboard. The default Hebrew keyboard works just fine. For example the b key enters a bet. I also have no problem with the shift keys. For example, SHIFT+. gives me an aleph. However, the keys that require ALT or SHIIFT+CTRL+ALT do not work. For example, I have been unable to type composite shevas. Pressing SHIFT+CTRL+ALT+a should give me a hateph patah but nothing happens. Anyone have any suggestions???

    On my Hebrew keyboard hateph patah is SHIFT+z.  SHIFT+CTRL+ALT+a gives me a quamats.  I don't know if there are multiple Hebrew keyboards.  Have you tried the Windows on screen keyboard?
