Is it possible to attach a NOTE to a highlight rather than to a selected piece of text?
You can add a note - in terms of adding some text - to a highlight, but do you mean something different?
I will often highlight a section of text (i.e. multiple verses) with a vertical line rather than covering the entire section with some color. I tried clicking on the vertical line, but see no way to add a note to it. For example, I selected Phil 2:5-11 and put a vertical red line next to it:
That leaves the text alone so I can highlight individual verses, phrases, and words - while having the section highlighted as well. I wanted to add a note to the highlight, but do not see an option to do that. Given your response, I expect there is. Any help or suggestions will be appreciated.

Try right-clicking in the text, ensure Selection is selected on the right and then Open Notes and Highlights
That will open the Notes Tool to that highlight and you can add a note to it there - optionally adding a note icon as well
