I have Logos 8 Basic. When asked to upgrade to 9 a web site is opened to download. When I click on the download, nothing happends. I am using Chrome and turned of the firewall for the download.

Just check you have 'purchased' https://www.logos.com/product/194909/logos-9-basic and do so if not, then see if you can download and install the relevant Windows/Mac option from this page.
You could also link the page you were having the problem with in Chrome, perhaps it is an issue with the page.
