Are there any plans to make personal books available on the web app. I wanted to work on a project during my lunch break at work the other day and it was very frustrating not to have the same tools available on the web app that I have on my PC.

I don’t think so, but this would be a question for the web app forum. In any case, I am fairly certain the answer would be the same as it is for mobile. The feature is most often used in a manner not intended by FL (for things other than actual user created books) and this is counter productive to FL’s interest. For that reason, work on adding this feature is no longer planned.
