Autocompleter in the Notes Add Anchor dropdown - why does it present the options it does?

When adding a verse range to a Note anchor, a number of options are presented to choose one. But it is unclear why some of them are chosen, such as the Event of Moses' farewell address being associated with Gen 1:1-2:4.
