I agree it's a bug - but not with the BWS itself but the underlying tagging of the text.
I believe you are using NASB95 and, in that version, the Greek word in Heb 4:15 is not aligned with anything in the translation (as shown on the right of the screenshot). This is done correctly in NASB20 (as shown on the left)
This results in the expected hits when using NASB20 in the BWS
The italics used for "we are, yet" indicate that there really is no direct link to the Greek, though it may be fine to use an idiomatic linking here.
I'll give it further thought and try to ship an update (if necessary) in the next month.
