Inductive Highlights in Web App?

My "Tools" menu in the web app does not have a "Highlights" option.  Is it possible to use Inductive/Emphasis/Solid Colors highlights in the web app?  I use them on my mobile devices but I can't figure it out on the web app.

    The Highlighting panel is not supported in the web app. You can add highlights from the Emphasis, Highlighter Pens, and Inductive Precept pallets from the Selection menu, Context menu, and within the Notes Tool. Use the Notes Tool to apply a style that is not available in the list of recently used styles in either menu. After you apply the style it should be available from either menu.
