Is there a reason why Nelson's New Illustrated Bible Manners and Customs won't footnote in Pages?

Had a quick look to see if I could replicate and couldn't find a passage with a foot note.
Could you point me in the right direction?

Page 12 has one. Paragraph under the image.
I made a case about it. Footnotes are created when pasting into Word.
I actually was trying to get it to footnote in Turabian style from what page in the book I took a quote.
