Difference between Silver Base Package and Silver Feature Upgrade
In comparing the lists of resources in the Silver Base Package and the Silver Feature Upgrade. The "Feature Set Resources" are identical between the two and it seems the difference is mostly in the library resources. In reviewing all of those, many of the additional resources in the full base package are things I don't really care about (e.g. 3 additional Bible translations, lots of commentaries, John Piper sermons, etc.). The most significant thing I see in the base package that I would want is the Carta Jerusalem Bible Reference Collection.
The features I'm most interested in are the Sermon Builder and the Timeline tool but I'd likely learn to and eventually use other features. How much should I be concerned about the difference between these two?

The Silver Feature Upgrade is all about features. The library resources that are included are to aid the features. For instance, the Factbook uses the Lexham Bible Dictionary extensively.
When you buy the Silver Base Package, you are buying resources—books—for your library. You have the option to buy a base package with or without the feature set (which is something that you can get with an annual subscription to Faithlife Connect instead of buying outright).
Do you want books or features more? If you just are looking for features, get the Feature Upgrade. If you want books, buying a base package is the cheapest way (per book) to build your library.

Don't forget Scott that while you may never read 'The Protestant Work Ethic' by Andy Capp if your favourite theologian quotes the resource (even to disagree with the premise) you may be glad you have it in your library to double check.

For clarification, what you are looking at when you see the "Silver Base Package" actually includes the "Silver Feature Upgrade." Here is what the product page states for the "Silver Base Package":
Feature Set Resources

It would be good for you to know that there is more than one way to acquire packages and features. Faithlife has a subscription service (Faithlife Connect) which would provide you access to the features that don't come with the free software engine. Once you have a FC subscription, you have the option of purchasing libraries WITHOUT the corresponding feature sets.
My 2¢: The single feature that I depend upon in Logos is that of a research library. I want all of my books gathered in one place and to have the ability to search my LIBRARY, rather than just a single book. For me, this is the "killer feature" which elevates Logos above purchasing my books in another format such as Kindle. Additionally, although a single book may be cheaper in Kindle, when purchased in packages, the cost of books are a better deal in Logos. When it comes to the FEATURES, I enjoy many of them, but if there came a time I didn't need them, I would be fine with simply having the base engine. That would still provide me with what I mentioned above.
FC is not for everyone, but it is worth looking into.
