Bible Sense Lexicon

I'm fairly new to using Logos. I have the Desktop App -- version 9.13 (Basic Logos 9 Features). I'm trying to use the Bible Sense Lexicon, but it says "This tool is currently unavailable." Can someone tell me how I can get access to this resource? Is it part of an upgrade or a library? I can't find it as a standalone purchase.
