INCONSISTENT BEHAVIOR: Hoving over book title in Library, % read info
Depending on whether you have the Prioritize Resources panel open or not, and depending on whether a book title is longer than what will fit in the Library column you have allocated for Title or not, you get these different behaviors; sometimes the % read info is shown (if it's zero), sometimes not.
1. If you have the Prioritize Resources panel open, and it's a short title, hovering over it brings up the quick info popup and shows you how much you've read, even if it's 0%:
2. If you have the Prioritize Resources panel open and it's a long title (too long to fit in the Title column width), you get just the full length of the title popping up. This is OK, I suppose, since that's what hovering over a long title always does. But just saying: you'd get to see the full title if the quick info box came up too, so that might be a better option. On the other hand, it might drive some people batty to have that thing popping up in their face all the time, so I dunno. I'm just pointing out the inconsistency.
3. If you have the Info panel open instead, and no resources selected, hovering over truncated long titles brings up the full length title (as expected) but hovering over short titles brings up nothing. Expect: the quick info panel, for consistency.
4. If you have the Info panel open, and any resource selected that you have read some of (non-zero %), then the Info panel shows that percentage.
5. But if you have the Info panel open and select a book which you have not read any of yet (0%) it doesn't show this in the info panel, even though it DID show that in the quick info popup.
I realize these are extraordinarily nitpicky details and will affect virtually no one, so feel free to punt. I just had to get it documented for my own sanity.

0% just means closer to 0% than 1%, but still not "unread". Turn on the Reading Status column, and you can see that it shows an empty ring there too, unlike other resources you have never started reading. This is admittedly confusing, and would be nicer if it displayed something else in this situation.

We intentionally don't show the information tooltip when the information pane is open because the information is redundant with what you can see by selecting the resource. It also provides a way for people (like me) who get annoyed with having the information tooltip always displaying.

I have written up a case for this. I'm not sure if both places should operate like the tooltip or the information panel when a percentage less than 0.5% has been read, but they should certainly be consistent.
