If you have the focus in the command bar, and then hover over one of the shortcuts, the right-click menu appears (along with the normal hover text). Like this:

When I first right-click on a resource, the appropriate right-click menu appears and the resource information pop-up disappears. But if I then move the cursor over another resource, I get both pop-ups, with the resource info pop-up obscuring the right-click menu pop-up. This behavior will continue with the command bar resource short-cuts until I left- or right-click anywhere else.
Is this the same behavior you're seeing?
BTW, I notice that infrequently, the info pop-up does not appear on a resource. Then I move to another one, and I see it, and move back to the one where it did not pop-up, and it does. Strange.
