I bought Logos 8 Reformed Silver Legacy Library several years ago for $140. I wanted to upgrade to Logos 9 Reformed Silver and that costs $822.45! That's an almost 600% increase in price!!
Maybe:
1) You’re not logged in to see your dynamic price or
2) The package contains many resources you don’t own or
3) Maybe a glitch and you will need to contact CS

Keep in mind that the level of libraries between versions has nothing to do with one another (so L8 Reformed Silver is very different in library contents when compared to L9 Reformed Silver); it's simply how they differentiate packages within a release (L9 Reformed Bronze, Silver, Gold, Platinum, etc...). The libraries between releases are reconfigured, so your dynamic price on L9 Reformed Silver simply indicates that you do not already own most of the resources in that package.
It is a bit of a problem in the naming, as one would think staying at the same level between releases but within a denominational package would be a cost effective way to go, but they are really completely unrelated purchases. There is going to be some overlap, but it is in Faithlife's financial interests to make them as different as possible each release.
To add to what DAL wrote,
When you purchased the l8 package was it a true LEGACY package (that is resources only, no features)?
Logos 9 is the current version and as such it is not a LEGACY package.
Do you have a current license for the version 9 features?
Were you trying to purchase a "resources only" package or was it a base package with features?
If it was a base package with features (that you do not yet own) some of the features can run the price up fairly quickly.
