BUG: Read Aloud Pop-Up Box sometimes prevents me from being able to scroll down

Sometimes the Read Aloud pop-up box prevents me from being able to scroll down in a resource. When I hover over the scroll-down button it remains greyed out and I can't click it. I can scroll up but I can't scroll down.

Sometimes I can scroll down only if I hover a little below the scroll-down button, but you have to hunt for the sweet spot to get the down arrow to light up and then you can scroll down.

It seems like the Read Aloud box is either blocking the click zone of the scroll-down button or at least shifting it downward so that you actually have to click somewhere below it for it to work.

Sometimes I can scroll down only if I hover a little below the scroll-down button,

I find it is not usable. I also expected the control box to be moveable.

Yes, it certainly should be moveable.

But for some reason the pop-up box itself either shifts or removes completely the clickability of the scroll-down button. Hopefully this gets fixed soon. I use the Read Aloud feature quite a bit and this is really frustrating.
