Where should errors such as links to topic rather than person be reported?

This is not an error. The entry in the context menu is the milestone for the current article (note how it's listed above the headword). You can see this if you right click on any word in the article. It is correctly a topic.
That makes sense but the Context Menu is confusing as the Milestone is normally marked "Reference" not topic and the indices are page and English headword.
You are correct. The way this is displayed is an inconsistency, probably a result of the fact that LCV milestones are intentionally hidden (as you noted), so a non-standard mechanism is used to add those references to the context menu.
