I was able to reproduce with a Workflow like this in Verbum:
And using Open in Notes to make changes.

I believe you it's a bug, but I think I am missing a step, my fault on that. Curious if you could add some assistance. From the original report --

Setup is correct, but your Notes panel is missing the Answer you typed in the Workflow:-
Once you click the down-arrow and "Open in Notes", it will appear there. Then start typing and observe the behaviour in the Workflow panel.

Are you on Mac by chance? I'm working on a windows vm and wondering if maybe I need to switch over to mac. ( I plan to either way but if you on mac, then I'll move sooner) Running some more test but navigating in the notes after doing the step from your previous screenshot didn't impact the navigation on my workflow panel.
Still testing as two reports so i'll keep plugging away.

Typing in the Note from the Workflow should reproduce the issue.
