'click to restart' not working

For the past two or three updates (on Windows 11) the "click to restart" link has not been working. 

I click it and wait a handful of seconds and nothing happens. Click it again and still nothing. I manually close the app and then I see several little popups that say, an update is already running (or similar language).

The App restarts normally and appears to run properly. 

If it happens again, I'll pay more attention to the little popups that were hidden behind the app.

Just had another update and when I clicked on the "click here to restart" - that is exactly what it did - the Logos App restarted.

Perhaps I was too impatient before and clicked too quickly. although the app only took about 2 seconds to restart. 
Anyway, all is OK it seems.
