Have you looking into applying (and paying) for visiting scholar library access at a major university library with your hard-to-get items?

Some schools have a student employment office you could go through, others you'd go through the school newspaper, or if you know someone in the school you could ask them for recommendations.

Sorry, I don't know the schools and school libraries in your part of the country to know what schools have libraries housing the books you need and having poor graduate students willing to do almost anything for a few bucks. I have known people who took on similar tasks at Princeton (a laundromat worker not a student actually), University of Wisconsin, Beloit College, University of Washington, Seattle University, Graduate Theological Union (Berkeley) . . . the University of Wisconsin one was doing it for a University of New Mexico professor who found ILL too slow and unpredictable. The laundromat worker was responding to the Princeton librarians' usual refusal of ILL's because no one read Tibetan.
