Community Notes
Is there a setting that I'm missing to turn off ALL community notes, or to make OFF the default for community notes. It seems that periodically community notes gets turned back on. I can't think of a single reason why community notes would ever be turned on. A nice big kill switch would be like Christmas in July.

In Settings, you probably have the Community Tags and Ratings off.
But for the top-secret kill switch, go to a resource that has the problem, click on the Visual Filters button (3-dots). Then right-click on the 'Popular Highlights' choice. Choose 'Do Not Show in Any Books'.

For Notes, you have to select a value under Community Notes and then choose 'Do Not Show in Any Books'.

I don't think I've ever seen that, to turn off! Maybe just luck.

Looks like something has changed since 2023. I can't find anything related to community notes in the settings or in the toolbars.
Gold package, and original language material and ancient text material, SIL and UBS books, discourse Hebrew OT and Greek NT. PC with Windows 11
