To reproduce:

open a Bibliography that requires scrolling to see all entries
take an entry from near the bottom of the second page or later and try to move it to the top of the list.
when you try to go beyond the top of the page (as in last full entry as shown below) the placement line switches to a red error icon. One expects that the bibliography will scroll as you try to move the entry higher.
