I created several layouts in my desktop app but now when I use the web app, none of my layouts or preexisting one are there. Where are they?

Layouts, as defined by the desktop app, are not available in the web app.
If you simply mean, "Can I arrange panels in different configurations," then the answer is yes. Your desktop layouts, however, will not sync to web.
