Urgent BUG 26.0 Beta 1: failure to activate RVI when passage accessed from a link

This is  reported in the desktop forum.

It is urgent because the RVI will not appear when passges are accessed from any link.  It is especially aggravating when trying to work from Search Results where the highlight may or may not activate the RVI.
