Highlighter not working

For some strange reason, the highlighting function has stopped working on one of my laptops. I have an HP Windows 11 computer. Until recently, the highlighting function was working perfectly but now it will not work with keyboard shortcuts or directly from the highlighting pallet. I checked Program Settings to see if something might have been changed, but I don't see anything there that relates to highlighting. If anyone has a clue as to what might be wrong, please let me know.

    Most often this is a result of having turned off the notebook (or no notebook) in the visual filters list (under the 3 canon balls icon).
