How long should it take for "on this device to sych?

I have given it 30 minutes, closed and reopened the library, closed and reopened the application ... and I still can't get them synchronized. How long does it take or is there some magic to forcing it. Note I've selected on this device only and still am getting resources that are not on the device but need to be downloaded. This is a real nuisance because I'm trying to build lesson material.

    I downloaded one resource and it sync'd OK.  But I got this after removing it:

    i.e. I reproduced your problem on 26.0 Beta 2. But a restart of the app fixed the status to "Not on device".
