I just ordered and downloaded it. It looks like the formatting is messed up. The subtitles are all listed at the beginning of the chapter instead through each chapter, and the verse citations in the footnotes aren't hyperlinked.
Is anyone else seeing the same thing?

Unfortunately the covers are not as they should. The LSV and the BSB had covers. You can take it from the ePub file.
Unfortunately they are all not with the autocomplete function.

It seems the search indexes don't capture that (and the language indicators in the shop as well as in Logos are only set for about half of these), but https://www.logos.com/search?query=price%3A0&sortBy=Relevance&limit=60&page=1&ownership=all&geographicAvailability=all&filters=special-new_Specials seems to capture them currently. 61 of the hits should be the new free bibles, three of which are English: in addition to BSB there's a Translation For Translators bible and the Literal Standard Version.

I'm not sure the culprit is Faithlife, or the electronic file being read. No matter; still errors. On one of mine, the TOC book name is a subtitle. I don't think they did any review. At least BSB had working popups though not hyperlinked as you stated.
Below are the very useful subtitles in Translation for Translators! Sort of a tennis match (another theory for Song of Songs).

Would it be possible to add the introductory material to these bibles? They explain the translation philosophy and more importantly explain what the features are. The version for translators has marking and other items all over it but I have no idea what they mean.

The front matter of these bibles is on ebible.org. The markings of the T4T are explained in the preface here:

I agree it would be great to have these in Logos too, but at least they're available. (Or even better, to link the markings to the explanations, but that might be a big request for an automatically generated free resource.)

We're going to make this explicit in the Product Page/Description but all the Bibles are automatically generated through files that are available through open.Bible.
They're an attempt on our part to expand the coverage of our Bibles, especially in languages that have little to no support in Logos.

As I mentioned earlier, this is an automated process that's dependent on the files that are distributed. Not all Bibles have their front matter available to us. As far as I can tell, any front matter is an exception.
