In the NT the Greek word paroikos is used to translate the Hebrew gēr and to convey the idea of a sojourner. It appears only four times in the NT. Why does sojourner translate this way?

Sorry, this is a lexicon research project, not something you need help on finding where to start. The answer for ANY word in ANY translation is that the translator thought this was the word with the greatest semantic overlap that could read smoothly.
