Various Panels Appear Blank When Switching Layouts

When switching to a saved Layout, occasionally some of the resource panels are blank. I have not noticed any consistency in the resources that do this. Here are my logs and a screen shot.

In this case both Hebrew resources were blank.

This is a problem that has been around since Alpha 14 (at least). It's been difficult for us to reproduce consistently, but you're in luck because I'm actively working on that very bug right now.

have been have the same problem, intermittently, when opening a new resource. Floating it displays the text, docking it back makes it blank. Sometimes if I open and close the resource a few times, the panel does not come up blank.
