Question about updating to Logos 4 without buying a new package

I have a friend with L3 and wants simply to update to the L4 interface without expanding his resources.  I think when I was shopping to upgrade my package, I saw that we could download and update to L4 and just bring over our L3 resources without paying for the update to L4.

If this is still available, can someone provide the link?  If it still exists, the website is sure good about hiding it, or my eyes are really bad.
