BUG or false advertising - when is a preview not a preview?

Workflows show an option to previewing before downloading ... but it doesn't actually offer a preview.

Since it's a known issue that some documents don't support a full preview, I guess I'd call it false advertising. I've created a case to adjust the label for these document types.
