Footnotes appear randomly on page

When I hover or click on a footnote the footnote reference appears somewhere else on the screen.  If I find and click on the footnote reference the reference text then appears somewhere else.  For example, I hover over "n" in verse 22 and see this:

I assume you are trying to post screenshots. To do so, you must either use the paperclip icon OR the amber one.
