No, that doesn't look like it. The commentary Tes shared a link to is called Verse-by-Verse commentary, and appears to be a privately published digital only commentary by Grant C. Richison. It was sold on a CD-ROM (https://www.amazon.com/dp/1894605438) but that is no longer available.
But Richison's website has a link to "Purchase Verse-by-Verse Logos Bible Software" and indeed, it is available in Logos. That link carries you to a search for "Richison" which shows all the individual volumes, but you can also buy the whole set all in one bundle:

Richison is not mentioned at all on BestCommentaries.com's author list so I don't know if his work has been widely adopted or reviewed by anyone. I'd be curious how you discovered it. Sometimes solo commentary writers can be quite good, but you never know. However, all the individual volumes have the "See Inside" feature on the Logos website, so you can make your own evaluation. And the set is only $77.99 USD for 14 volumes, so not that costly to take a risk on -- only $5.57 per volume.
