BUG: Footnote indicators in wrong place

I'm working in my ESV, and when I anchor a note to Rom 1:1 using 'Reference', it puts the note indicator on the pericope title rather than on the verse. (In my example, one of the notes belongs to the pericope and the other belongs to verse 1, so you can see how the bug conflates things.)

If I use the 'Selection,' it puts the indicator in the right place, next to the highlighted selection.
