BUG? inconsistent copy and paste behavior.

I am use copy and paste between two workflows in the description section.

If workflow A is in edit mode, when I paste into workflow B, the hyperlinks are retained.

If workflow A is not in edit mode, then the paste drops the hyperlink. I would expect both ways to produce the same hyperlink results.
