Toggle Information Tool Tips - Command Option

I know the display of infomation tools tips can be set on or off form the settings menu but is there a command line option to toggle these on or off or at least a command to turn on and one to turn off so that the command can be added to the short-cut bar?

All entries in the settings panel can be changed via command. The pattern is typically set xxx to yyy

So, in this case, set show information tool tips to yes
