Keeping the locator bar always open

On an Android, how do you keep the top 'bar' always open? It's the one with the search icon, read icon, three dots etc?

ALSO, how do you keep the bottom bar open as well? the one with the Home icon, library, fact book etc.?

ALSO ALSO, once I start scrolling the top and bottom bars disappear. How can I keep them appearing?

I assume you don't. You can't on iOS. 

You can tap on the screen or scroll slightly upward to make it reappear.
