I seem to be stuck on 31.0.19. (I'm on a PC running on the beta channel). Nothing I know to do triggers an update (use the update icon, Update Now, restart). I simply get "No Updates Available".

With 31.1 being a service release it won't ship to the beta channel - just to the stable one.
If you want to force getting it you could temporarily move to the stable channel and then back to beta once it has updated.
