Inconsistent interface

When I have a Bible open with the Insights sidebar ...

In the side bar the order is Study Bible; Commentary but in the Quick Actions in the tool bar the order is Commentary; Study Bible. What part of consistency doesn't register in Bellingham, WA? It seems that it must be in the atmosphere since it is so foreign to the interface design.
